ok.... 
1) create the rooms for a boat.
2) don't think like a player, remember, it is all an illusion
   You don't need it to be an object....
3) create the docking rooms.
4) for the docking, put in to weather.c:another_hour() the stuff that
   makes the announcement, and links the ship room to the dock room
