Mobs gain experience just like players do. If they kill a high level
player
that experience gain is large. If a low level character, then it is a
much
smaller amount of experience.
I don't see how it can be exploited. The experience loss for the PC is
far
greater than the experience gained from re-killing. Except for allowing
a low
level character to kill it instead. But then again, the high level would
still
lose too much experience.
This problem (as you call it) has been around for a long time. I am sure
that if there was a real problem with it, it would have come up long
before
now.
